ON THURSDAY, THE 2ND OF OCTOBER THE PLENARY MEETING OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD.
The Chairman of the Verkhovna Rada of Ukraine Arseniy Yatseniuk, having opened the morning meeting, asked the chairmen of the Deputies Factions for the coordination of the agenda and announced the break. After the break the Chairmen announced that the Chairmen of the three factions have not submitted the agenda. He stated that the Lytvyn Bloc is not ready to sign it.
A.Yatseniuk announced one more break. After the break the Chairman announced that the Factions have not reached the understanding regarding the agenda. He stated that two Factions - Yulia Tymoshenko Bloc and Bloc "Our Ukraine People's Self-Defence" according to the quantity of those present have the authority to make the decision according the today´s agenda. A. Yatseniuk stated that the Factions recommend to scrutinize the list of the laws with the President´s of Ukraine propositions and also to include into the agenda the resolution of the bills on the reversal of results of the voting regarding the adoption on the 19th of September the Resolution "On the Adoption of the Bill of the Law of Ukraine on the State Ukrainian Referendum" as a basis and the Resolution "On the Adoption of the bill of the Law of Ukraine on the State Service".
A.Yatseniuk announced one more break. After the break the Chairman announced that the People´s Deputies has started scrutinizing the Propositions of the President of Ukraine. First the have scrutinized the propositions on the introduction of the amendments to the Law of Ukraine "On the Cabinet of Ministers of Ukraine". The President recommended rejecting the bill as "it infringe upon the Constitution of Ukraine, has the destructive orientation and imperils the further disequilibrium of the relations in the "power triangle".
The People´s Deputies have not upheld the President´s Propositions to reject the law (224 votes), nevertheless, they failed to overcome Veto of the President (201 votes) and the Chairman announced that the "law is rejected in its entirety".
The same situation was with the voting for the {resident´s Proposition on the Law "On the Temporary Inquiry Panel and on the Temporary Inquiry Panels of the Verkhovna Rada of Ukraine". The People´s Deputies failed to uphold the President´s Propositions (225) and failed to overcome the President´s Veto (201). The law was rejected in its entirety.
The People´s Deputies upheld the President´s Propositions regarding the rejection of the laws: "On Amendments to Some Laws of Ukraine (according the Constitutional Court of Ukraine authorities, peculiarities of the conduction according the constitutional appellations and non-admission of abuse of the right for the constitutional appellation); "On the Amendments to the Law of Ukraine on "Security Service of Ukraine" (regarding the nomination and dismissal on of the Security Service Leaders and on the improvement of the some peculiar principles)"; "On the Amendments to Some Laws of Ukraine (regarding the people who perform the duties of the local state administrations)".
The People´s Deputies has also included to the agenda the bills of the resolutions on the rejection of the voting results according the adoption on the 19th of September 2008 the Resolution "On the adoption of the bill of the Law of Ukraine on the Ukrainian State Referendum as a Basis" and the Resolution "On the Adoption of the bill of the Law of Ukraine on the State Service as a Basis".
The Parliamentarians have not upheld the bill of the Resolution on the rejection of the voting results regarding the adoption on the 19th of September 2008 the Resolution "On the Adoption of the Bill of the Law of Ukraine on the State Ukrainian Referendum" (225 votes).
The bill of the Resolution on the rejection of the voting results regarding the adoption on the 19th of September 2008 of the Resolution "On the Adoption of the Bill of the Law of Ukraine on the State Service as a Basis" was upheld by the 226 votes"
Then the plenary meeting was closed.
